FINDINGS OF TASK TEAM ON THE STATE OF PROFESSIONAL BOXING IN THE EASTERN CAPE.

A Task Team on the status of professional boxing in the Eastern Cape has found that the Chairperson, certain number of the Commission, have
abrogated to themselves the duty of running the commissions affairs and ignored other members of the commission. The Task Team recommended
the commission with a new one.

The task team also noted that despite the great strides made in the sport in the province, it was sill steeped in lack of leadership,
transparency and communication resulting in infighting, favouritism and lack of direction, during July 1999 to June 2000 year under review.

Boxers felt unprotected against exploitation by promoters with meagre purses of R200 paid for four round bouts.

Others issues raised were:

* Promoters not doing enough to market tournaments, hence low turn outs for tournaments and poor purses.
* Suspension of boxing officials in the absence of a known disciplinary committee
* Inconsistent drug-testing of boxers which seems to target specific stables.
* Lack of adequate training and protection for officials during tournaments as well as denial of female officials opportunities to
officiate. Some officials claimed they were not paid for officiating in tournaments.

Apart from recommending the dismissal of the present commission, the Task Team called for :

* Addressing the issue of purses for boxers at the lowest level as a matter of urgency.
* Having statutory meeting of the commission scheduled and procedural items to be dealt with specified.
* The commission to have open meetings with licensees at least once a quarter.
* The commission to rectify the appointment of staff in accordance with relevant employment Acts and making such appointments known to all
commissioners.
* The new commission to be appointed to be taken through team-building, farmiliarisation with work and capacity building.
* The appointment of competent staff to run the commission office. Where capacity within the office is not sufficient, outsourcing should
be considered.
* The department to provide a person knowledgeable in boxing to interact regularly with the commission without interfering with its
autonomy.
* The national commission to intervene on some of the issues raised by the stakeholders.
* Mechanisms to deal with discipline to be put in place.
* The setting up of a central body involving the commission and promoters to work on sponsorship.

On finance the Task Team felt its hands tied by the fact that books were not audited to cover the full year and asked for the appointment
of an auditor to revisit finances for the full year ending June 30, 2000.

Members of the Task Team were:

L. Xinwa (Chairperson), E. Ncula, S. Ngcaba, S. Mazosiwe and M. Mganu
